Does the "non-ionizing energy deposit" at the geant4 output mean NIEL energy?

Dear expert,

I fired Si28 ions by energy inside the silicon bulk detector (0.001 ~ 10 MeV) and extracted all GetNonIonizingEnergyDeposit (=Get NIED) by step and track. (I used “theStep->GetNonIonizingEnergyDeposit()”.) Then, I summarized the NIED by energy by adding the NIED of all the steps in one event. I thought the output was Non-Ionizing energy (NIEL energy). However, referring to the paper, it was confirmed that it appears almost 1/10 less than the calculated NIEL energy. Why is that? What is the difference between Get NIED and NIEL energy? (NIEL energy is expressed as follows to distinguish it from NIEL, which is the energy unit per unit distance that is generally used. Partition function * PKA energy value in the paper.)
