Gamma de-excitation from excited nuclei

Dear All,
I am performing simulations of excited nuclei and the following gamma ray de-excitation, which happens following the level schemes of the PhotonEvaporation database.
I have a question. How does Geant4 behave when the nucleus has an excitation energy which doesn’t correspond to any level in the level scheme ?

I make an example to be clearer. I have a nucleus X with 5.5-MeV excitation energy. The first level in the level scheme is at 5 MeV and there is another one at 4.7 MeV. I see from the tracking that a 0.8 MeV gamma is emitted, to go to the second level.

Why doesn’t it go to the nearest level ?
