This production is made through hadronic process. Reaction of 2.7 MeV proton on Fluor.

There is no significant difference between G4EmStandardPhysics and G4EmStandardPhysics_option4. [energy_distribution_0-16_MeV_EMtd_vs_EMopt4] Though if I understand correctly, EM options affect the gamma behavior in matter. While I think the issue here is in the gamma production that does not follow the tabulated energy levels.
