QBBC vs QGSP_BIC_HP for low energy protons

Hello,
I would like to ask, why do I get different results with QBBC and QGSP_BIC_HP physics lists for 18MeV protons impinging on water enhanced with 18O, when the QBBC list should use binary cascade for low energy protons as same as the QGSP_BIC_HP?

Here, outputs of example Hadr03 for QBBC and QGSP_BIC_HP
As you can see, the difference is protonInelastic cross section data set.
